Amendment Summary:
The Township of Atikokan has forwarded a resolution to the Ministry of Natural Resources, outlining their support for cottage development on lakes within the Township, particularly Plateau Lake and Lerome Lake. An additional lake, (Jackfish Lake) has also been recommended for similar development opportunities. In order to clarify and record the Township’s intent to support the disposition of Crown lands for such development on these lakes, a minor amendment is required.

PART 2: The Proposed Amendment
2.1 Description of the Amendment
Provide a detailed description of the amendment and name the specific planning documents to which the amendment applies.
The Township of Atikokan has submitted a resolution supporting the disposition of Crown lands for cottage lot development. Jackfish Lake is currently designated as a tourism lake. Lerome Lake and Plateau Lake have been previously identified as Crown land cottaging lakes under MNR’s former Crown land cottage program of the early 1980’s.
An amendment to the CLUPA Policy Report G2566 is required so that the 3 lakes can be considered for future disposition of Crown lands for cottaging or lakeshore development purposes. The amendment will also modify the wording to update the policy report.

2.3 Need for Amendment and Analysis
Provide a summary of why the amendment is being proposed (i.e. need and purpose).
If this amendment is part of another planning process or if the amendment will be reflecting a decision that has already been made through another process with public consultation, describe these other processes.
The change in the land use policy will clarify that the disposition of Crown lands for an acceptable level of cottage or shoreline development can be considered on Plateau, Lerome and Jackfish Lakes. Currently. Jackfish Lake is designated for tourism development only; the proposed amendment would change this intent.
Provide an assessment of the proposed amendment, including:

· Potential significant social, economic or environmental impacts
· Magnitude and significance of proposed changes to land use designations and boundaries
· Significance of changes to permitted uses policy
Public reaction is expected to be supportive of this proposed amendment as the need for expanded economic opportunities in the community is evident. Increased opportunity for cottage lots or other development will increase the local economy through planning, development and construction, increased tax base, increased visitation to the area as well as provide additional recreational opportunity. Amending the land use priority for these lakes to cottaging and possibly other development, could result in a change in fish populations. Currently Jackfish Lake is identified as having potential to accommodate a commercial outpost camp. These lakes were selected because they are not trout lakes, they are within the municipality, are in close proximity to the town of Atikokan and are accessible.

The proposed amendment will change the land use intent for Jackfish, and modify the land use intent for Lerome and Plateau lakes. Because of this, the amendment cannot be considered administrative.
It is expected the proposed change in the land use intent for these lakes will have local support due to the economic and recreational opportunity.
Note: If classification is administrative, proceed immediately to Part 4 of this form, i.e., screening approvals not required.

Provide a rationale for the action and any specific action and consultation requirements:
Consultation has occurred with municipal leaders and government agencies (the Mayor of Atikokan, the Atikokan Director of Economic Development, MMAH, MNDM). Mayor and Council have submitted a resolution supporting the development of Crown land for cottaging or similar shoreline development within the municipal boundaries. Once the CLUPA amendment is approved to proceed, MNR will begin public consultation for the CLUPA amendment. Public consultation will include local media advertisements and letters to First Nations and local stakeholders (tourism, forest industry, resource harvesters and government agencies).

3.4 Public Consultation
Describe the scope of public consultation that was carried out, including the rationale for the consultation approach. Where consultation has occurred as part of a separate planning process that is adequately documented elsewhere, refer to the existing documentation.
Discussions and meetings were held with Atikokan municipal council.
Letters were sent to First Nations in September 2006.
An EBR notice and Land Use Amendment proposal was posted for 45 day consultation period.
A notice was posted in local newspaper.
Letters were also sent to stakeholders, First Nations and other government agencies in December 2006.

One comment was received during the 45 day comment period. The comment was regarding whether or not there would be an assessment of mercury levels on Lerome lake. The response was that these types assessments will be addressed by the proponent through studies and evaluations done during the requirements of the Class EA.
